Remember
It is
up to the competitors to present the Time Card to the marshals at a Time Control

Staffed by two or more marshals
-
Equipped with a Rally Clock
-
Equipped with a Check Sheet to record the time of arrival
of the competitors and car number (Most events also require recording of
Official cars as well).

Competitors should arrive at the Arrival Time Control (ATC)
ready to start the stage - helmets on, belts secured, etc.

(k) States "the provisional starting must be a minimum of 3 minutes after
arrival time in order to allow the crew to prepare for the stage"

The ATC Marshals take the competitors time card when it
is presented, write the time on the card in the appropriate box and note the
time and number of the car on the Marshals Check Sheet. They may also be
required to enter a start time - usually 3 minutes after the Arrival Time -
however this varies and should be checked before hand with the Stage
Commander.

Competitors can enter the ATC up to 59 seconds ahead of
or after the arrival time on their Time Card without suffering a penalty.
Once again this can vary and should be checked with the Stage Commander
before hand.
A competitor whose Time Card shows that they should arrive at 08:30:00
can arrive at any time between 08:29:01 and 08:30:59 and request a time of 08:30:00.
If the competitor arrives at the ATC ahead of 08:29:01, they will suffer a Time
Penalty - usually 10 minutes
If the competitor arrives at the ATC after 08:30:59 then they will not incur an
immediate penalty, however the penalty is that their allowance for free lateness
will be reduced accordingly
Most events allow
either 15 or 30 minutes of penalty free lateness. So a competitor who turns
up late by one second will have their number of penalty free minutes reduced
by one minute.
Once a competitor
is OTL - Outside Total Lateness- they will be penalised according to the
Events regulations. It is NOT THE JOB of the ATC Marshals to impose
penalties.

As an event
proceeds, several competitors may end up with the same arrival time. They
must be given the same Arrival Time, however their Start Times will not be
identical. (A slower competitor will usually invite a faster competitor with
the same Arrival Time to go before them and take the earlier Start Time)

ATC Marshals may
be asked by the Stage Commander to tell competitors about any amendments to
the stage or changes to arrangements later on. If so they will be given a
sheet detailing the changes and a form for them to sign so as to acknowledge
that they have read the information.

Once the
competitor is passed the ATC, they are technically in 'dead time' and may do
limited work on the car, e.g. change a tyre, clean lights, windscreens, etc.
though no outside assistance is allowed.

On events where
Pace Notes are banned, checks may be undertaken between the ATC and Start
Line to ensure that none are being carried. If such checks occur the
checking team must comprise a man and a woman.
